Struggling with Cyano

I started with Triton about 3 months ago. I have since had problems with cyano on the rock. I have tried to suck this up with water change. but it just comes back. Have also tried the Red Slime Remover without any effect, have now tried chemiclean. However, this does not seem to have any effect. I feed little, have measured NO3 2.5 and phosphate is 0.003066.
 
For me the Po4 is a little low, and even the nitrates could come up a little. I find Red Slime can come when the phosphates are too low.
