If those aren’t bubbles and they didn’t go away like you said,I’d tend to think they aren’t Dino’s,it also looks like newish rock,I’d try to get a more accurate test kit for nitrate and phosphate,you may have to ride that out if it’s a new tank ugly phase
 
They definitely don't go away at night. I woke up this morning and checked.

Can you grab a picture of your sand under white light? Turn up whites, kneel, and try and take a picture 90 degrees directly into the tank/sand. Maybe that will help folks with an ID with out a microscope.

Given age of the tank, you may need to ride it out. Don’t panic.
 
Ok so after some more research I believe its diatomes. The fact that I have pinapple sponges multiplying like crazy tells me my nutrients are high. Don't dinos do better in low nutrients? My theory then is if I install a protein skimmer to remove the nutrients the diatomes and sponges will go away eventually. What do you all of my theory?
 
How much flow do you have around the affected areas?
My tank is generally clean with the exception of one corner that gets little to no flow. I've had diatoms there for a while although not enough to bother me.
 
find a way to hook up an algae scrubber and run it 16hrs a day -RDP .... it will slowly disappear and your fish will thank you , and eat like ravenous pigs !

I have 2 puwerheads that don't seem to affect the growth. The diatomes are everywhere and on everything.
