Maybe some variety of Padina / peacock Macroaglea. Pictures look similar sorta...kinda..

I took the rock/dead coral out of the water , here are some new pics. They are quite soft and can easily be bent over with a finger. They do remind me of some sort of mollusc attachments to me, but do they attachments grow first and then the molluscs ? sorry about large pics, I thought they would show as thumbnails !

Thinking here if is the incrusted base of something ... I do not know any living being that develops in that format.

The molluscs grow first, setting down their attachment as the go. The attachments are made of very durable stuff, and can remain long after the mollusc is gone.
