stupid lighting questions (new reefer)

First off does the amount of lumens your fluorescent light change with color temperature? and if not how many lumens would an 18W (18") high output t5 bulb put out? and how about 4 of them? I have them on a 20H, im trying to get my head wrapped around this whole lighting thing because all I've gotten so far is either have a PAR meter or its trial and error with testing your lights on your corals hoping that everything else is spot on. yes im still new, im learning, thanks for the help in advance!
 
and when I figure the lumens of a fluorescent and compare that to the equivalent lumen of an LED given the same color temperature I'd be able to mimic the output of a fluorescent with t5 is this correct? from what ive gathered the only problem with reef capable LEDs is penetration?
