Directional plunger. Ball seals to suck and the screw is a stop that allows water to pass.

The last tank I had (Freshwater) was really tall and I thought I could just go on my toes and pour the water in the tank real fast, lets just say I got a little wet.

The top of my tank is over 6ft tall so for me to stir the sand I need a ladder and it is a pain. Are there any tools or equipment that will help do this without having to reach down inside the tank?

You could build some steps or a viewing platform, if you have enough room.
