Im putting together a 40g breeder and I really like the look of fine grain substrate like the caribsea bahama oolite but i hear it gets blown around easily. My question is if that fine of substrate really is a nuisance?

I would consider their fiji pink over oolite. Natures ocean also makes some good small grain sand. Fine sand can get annoying if you need flow in your tank or have a lot of rockwork. However, If you make your rocks into an island, flow can get around much more easily.

I have Fiji pink in my 75 gallon and I really don' t have any issues with it blowing around. It really just depends on your aquascaping and the position of your PHs.
Agreed that the otoliths is just too fine.
