are either of these good substrates for a reef tank?
Caribsea is a great brand.
That being said it all depends what are you going for? Are you going have live stock hide in the sand?
 
How much flow are you going to have? The oolite is a pretty small grain size. I use the Fiji pink, slightly larger, and it can be blown around if your not careful with your flow.
 
I think the Oolite will work great for the sifters, probably the fiji pink as well. That moonlight sand is very small and I think if you have any decent powerheads it will be blown around. For example, I have a 120 with 2 MP40s and have to dial them down to 15% so the Fiji doesn't shift all over the place.

I think my powerhead is to big my sand sifts around alot
 
do you guys have any recommendations for substrate that is fine for burrowers? is seachem flourite black sand fine?

What's the size of your tank. What do you have for flow ( return pumps and power heads). What corals will you keep?
