It is I ran a tank for a year that way with a lot of flow around the liverock to filter the tank. It was a 60 gallon hex. with about 80% full of liverock. Then the power went out for a couple days. Bye bye tank. I didn't run a skimmer just a lot of flow with lots of coral and two fish. I did start it over after it crashed but I added a sumo and refugium. I wish I had pictures of that one but it was around 15 years ago.
I have run successful tanks without skimmers.
The degree to wish the tank is successful depends on how many fish you stock, what types of corals you intend to keep.
So, no you do not have to have all the bells and whistles to have a successful tank. Right now my tank runs with a skimmer and live rock, but I run charcoal and phosban as well.
