Such a pain any ideas?

A friend of mine helped set my tank up years ago, he drilled a whole so that my sump and my DT held water levels. The problem is the thing is so loud and he doesn't know any other way. I have put the pic in here of what I am talking about and what is making the noise. Is there a affordable way to fix this process?

Let's get a pic underneath. Do you have a gate valve inline with your drain? If you do you can partially close it so your stand pipe fills with more water to quiet the gurgling down some
 
I have the exact same setup, tried a bunch of things but in the end maggie was the only thing that stop most of the noise.

Also, it was making so much noise I tried to adjust to calm the noise down... Now it seems its not keeping the same water levels... How do I know it is where it is suppose to be...

Well if the overflow box is sealed properly, like it should be, YES. To check, shut off the tank and siphon water out of just the overflow box. There should be NO water seeping through from the tank side into the box.
 
Put a muffler on the end of your tubing, the way you silence a skimmer. You can make one with an empty medicine bottle to see if it helps. I did it once before and it worked like a charm. I don't know how to address the elevated water levels in your tank, it's way too high and not skimming the surface of your tank properly.
