Suds in the sump?

I am starting a new tank and I am using some rock that I had used in a previous tank. This rock had hair algae on it, so I ot has been sitting in a dry bucket for about 8 months.l did a good scraping of it then bleached it with a mix of ro and bleach. After 2days soaking, in a Rubbermaid trash an, I took the Ockham out and gave it a long rinsing. I then I put the rock in my new tank that was cycling(nothing else in the tank). In my sump I am getting a thick coating of suds on the water. What is this from? And will the suds go away? Are the rocks not rinsed enough?
 
You probably should have rinsed the rocks longer but seeing that they are already in the tank I would just wet skim and run return drain into a filter sock until things clear up.
 
Im thinking some prime might be a good idea in case some bleach is left over.
