Sufficient Lighting?

Hello all,
My 23 gallon tank came with a dual t8 light fixture with 2 18000k 18" 15w t8 tubes. I switched one out for a blue 15w tube but I still have the old ones. Would this lighting be sufficient for corals? By corals I'm talking about basic softies. I'm thinking of getting some Pulsing Xenias, Hammers, Frogspawn, Mushrooms and maybe a Torch. Of course I'd be careful to keep the torch away from the Hammers and frogspawns. Would the lighting I hve be sufficient to sustain these corals? If not, would supplementing food make it more doable? I don't have the budget for a new fixture, and my Christmas list is maxed out, so if I was to upgrade it would have to be next year.

Mushrooms will nearly grow under an incandescent light bulb.
You can start your tank and learn the ins and outs with that, but you will eventually want a better light.
