What’s the easiest / reliable way to adhere rock together?

I prefer to do it out of the tank on a template and use hydraulic cement. Two little fishes and Marco rocks makes some. Just make a template out or cardboard or tape to make sure it will fit and reenforce with acrylic rods at weak points.
