Sump acting strange

My sump is acting strange, I have a ATO and it is full, but the water in my sump is low. The return pump is gurgling, even though my ATO is full. The sump is gurgling, and then my return nozzle is blowing bubbles. Here is a photo of my sump, and tank.

also i turned off my sump. thats why the skimmer isnt bubbling

So, ato is not transferring to the sump?
Why is the sump off? Can you do a manual top of for now?

A video might help. If the ato is working, the only other thing that comes to mind is a blockage in the overflow drain.

ato is transferring to the sump, sump is off because it was gurgling and blowing bubbles everywhere. I am currently mixing more rodi water

Clean pump. Could have build up on the impeller.
