Sump Fan Vs. Display Fan

What's up what's up!

I recently moved back to San Diego into a place that doesn't have central air or ac so I am facing a new challenge on keeping my tank cool.
My tank has been reaching upwards of 82 degrees throughout the day. My tank is a Reefer 250 with gen 3 sump, Apex system, and a ink bird controller controlling my heater.

I currently don't have room for a chiller so I recently bought a not so cheap Chinese fan from my LFS but it is extremely loud so I recently moved it to the sump area. (Still Loud)

(excuse my cord octopus had to pull so equipment out. )

My questions to the community are:
1. Where is the best place to add a fan unit? Sump area or display? and Why?
2. What fans are everyone using? Links would be awesome***
 
From what I see, the angle you have it at won't be of any benefit at all. Additionally, it would be more beneficial on the display as the sump has less volume than the DT
