Sump flow problems

So the water flow in my sump sucks. I built the sump out of a 20g long and below is the design I went with and I deleted the baffles with the red X on them. I am using a sicce 2.0 pump for my return pump and an overflow box I bought off of eBay with a single 1' bulkhead. Oh I am using a 4" sock holder that just mounts to the side of the sump so there is no baffle between the sock and skimmer section.

The water was not moving through the sump very well at all and seems to get stagnate, not sure if that is the right term or not. I put three small power heads in then refugium section to help circulate the water and that helped some. Anyways, I am about to move the one and only fish in the tank to my main 120g tank and then I can break this down and make changes.

Any suggestions, criticisms or smart butt comments?
 
The green baffle by return is allowing water to pass under and not taking the surface water off from what I can see. Is that correct?
 
That is correct except the first baffle next to the filter sock is not there. I had a filter sock holder and used that instead of building the holder out of acrylic. So the water just pours into the filter sock with no divider from the skimmer section. Does that make sense?

That is correct. I thought that would help it circulate the water in that section.
