That is indeed RO chamber and convenient to have it built in

Hi, I’m setting up a marine tank for the first time after years of keeping freshwater, ive bought a tank and all the equipment, only thing im questioning is the sump. Im confident in how they work but mine has a divider with no way for the water to pass through, I’ll attach images. If anyone could let me know what this is for it would be a great help, thanks

Hello and welcome, looks like an RO top-off section.

i dont understand the purpose of this sump, UNLESS a protein skimmer is supposed to send the water over the tall left wall and your return pump goes in the left chamber. if the right chamber is where your water comes in, and the middle chamber where your return pump is, where is your skimmer, refugium, or filter media?
