I am starting to get pieces for a new build 48x18x20. I found a sump I like and measurements fit all my equipment. It is 30x14x13. This comes out to like 23 gallons. Will this be big enough to house what water comes out of my tank when pumps are off?

Really depends on what level you set your sump water level at and how much water you will have in the lines and produced by reverse siphon when you shut return pump off...you really have control of these parameters...do you know what skimmer you are using? This could be a good starting point to determine sump water level...most have a factory recommended water level for optimal operation...once you have that you can work backwards and determine what volume you have left over for back flow...I just did my 2nd build and I'm no expert but it seems to me a sump can never be to big...i just did a 75 with a 40 breeder sump...

Thanks for the reply and have already looked into my skimmer water recommendation depth. It is an Aquamaxx Cos-1. The water level will be at 9” in my sump. I know I can control water volume coming back in when pumps are off with valves, but I just worry on a power outage.

I generally aim for a sump at about 1/3 of the display. It's easy enough to calculate run down. In a typical 75, assuming an inch of drain down, you're talking about approximately 3.5 gallons. With most overflows it probably isn't even an inch as long as you control any return line back siphon.

So based on a 9 inch water level that will leave you with 7.27 gallons minimum of capacity for back flow....I say minimum because I assumed a 9" water level all the way across (assuming 3 chambers) and it more than likely will be less than 9" in your return chamber which will give you a little more volume. Not sure if your return is over the back or drilled but with good placement of a siphon break you should have more than enough room..
