Sump without overflow?

Hi. I'm planning to build a mainly fish only tank. In yahoo auction (a Japanese version of Craigslist), I found a tank and stand set for around 150 dollars including shipping. The tank size is 90x45x45cm which is 183 liters or 48 gallons. I want to put a lot of fish and some soft corals and for tanks over 35 gallons, I always get a sump. But this one doesn't have one and I'm not bothered drilling. So I was thinking if I can get 2 of the exact same pumps and put one in the DT and one in the sump.
Will this work? Or would it just destroy my house

Will not work. They will never be exactly the same output.
Now precision metering pumps can be set to be near close in output but will not move enough water and cost a lot

Is there any other cheap option? I really want a sump because I'm just used to it and I hate the clutter from the hang on back skimmers and equipment except for flow pump.
