If I sun dry a piece of live rock in my tank an put it back will it start my tank to cycle again?

I don't know if I understand your question...

Sun dried live rock is for all intents and purposes "dead" rock.

The dead organisms on the rock are going to break down and cause ammonia spikes, which could start a cycle, unless there was a lot of live rock established in said tank you added the dead rock too. In a well established and robust system, one piece of dead rock added is likely to affect it little- but you can be sure it will add ammonia, nitrite, then nitrates in to the system.

You could soak the rock in vinegar, warm water, and scrub it to help remove the dead organics. Not fool proof but helpful.

More importantly, why would you sun dry one piece? Mojano anemones? Aiptasia? Algae? Dinoflagellates? Another pest?
 
Hair algae was thinking of doing one rock at a time can I do this without effecting what I have in my tank?Thats my question .
 
You need to figure out what's causing your hair algae. Reduce phosphates and nitrates, which is the likely culprit. Phosban reactors, water changes with fresh salt water (made from rodi unit with new filters and membrane), etc are a better bet.

With water changes, siphon out as much gha as you can. Will double up your attack.
