Sunburst Anthias Sick

Hi all. Last night we noticed white particles on our barbonius anthias. Our fathead sunburst anthias had been acting strange as well...not really coming out anymore. Both have been in the tank around two weeks. This morning, we found the sunburst anthias laying on it's side at the bottom of the tank. Got him out and he isnt looking good. Emergency treatment recommendations? He doesn't have spots and breathing very slowly. Latest parameters were 1.026 salinity, 5 Nitrate, 8.0 Alk, 465 Calcium, 1380 Mag, .5 Phosphates (high, but we did a water change).

We also want to get a QT tank set up for the barbonius anthias, but don't have spare filter media to add to the tank. Any suggestions?
