What is this algae? Grows super fast, like back to full throttle in a week after cleaning. What is it, does anything eat it and can I get rid of it for good

It also grows on the glass

Got a picture?

*Edit.. saw it now.. almost looks like a bacterial slime. Are you using bio pellets?

Still looks more like a bacterial slime than algae. Bacterial slimes are more common when using bio pellets, but no unheard of without.
Manual removal works, but it usually has to run its course. Whatever is feeding it is obviously elevated. Until whatever is feeding it is reduced or removed, this may continue.
Try adding a decent sized bag of really good carbon (ROX for example) in a high flow area of the sump for a while and see if that takes care of things.
Couple water changes wouldn't hurt either..
Rarely are these blooms really negative other than unsightly. They can be harmful to us however, so be careful if removing manually
