Surface Scum In Filtration Area

Obviously you need to take care of what is causing the problem. I am assuming your hands are dirty. At minimum, any time you put your hands in the tank you should first wash them aggressively with Dawn. Then rinse them very aggressively, and then again. Try getting playtex gloves.
Modify your reefing technique so as to never require placing your hands in the tank. Get tongs and vacuum siphon and turkey baster.

There is a product that you can get at the pool and spa store called a SCUMBUG.

That will fix you right up.
But seriously, your husbandry may really need a tuneup.
I was actually already looking into getting some long gloves longest possibly because all the hand washing has my hands cracking and nails peeling not fun
 
I was actually thinking of upgrading the pump to a Maxi Jet 1200 that I already have but the return pipe was to big for the return on the Maxi Jet. I actually just noticed that it is also in the 1st chamber where the sponge is. I just ran across a surface skimmer that inTank sells, it looks like a comb you place before the intank chamber. Do you have any experience with that?

I had the same problem and this fixed it for me. It ends up raising the water level in the main tank so there is more of a waterfall into the overflow. Otherwise, the water just sorta flows into there.

I would guess, but can’t confirm, that plugging the hole in the back wall would have a similar effect, as the overflow levels will be lower. If you go that route, you’ll want an ATO so the pump chamber can’t run dry

What pump did you end up using? Did it fit the outlet tube or did you mod it?

Couldnt find the SCUMBUG locally but I found this they said it was the same thing:
 
It might take time to build up a foam head. Maybe start a thread on the cheapy protein skimmer. Lol.

About how long do you think? It was on all day....also read somewhere that if you really don't have much organics it won't make foam. It's a 40 g with just 2 little clowns in it

I would give a low value skimmer 3 days before deciding to toss and get another.
What skimmer is it?

Setting usually 1 " below the neck line is a good start off point. Raise the water level as needed to produce foam out into the cup but like i said give it some time to build up. Hths ya

Oh Okay I will turn it back on....I'm guessing aquatop since it came with the 40g Aquatop AIO, it doesn't have any brand on it that I can see

Oh okay I will start there and add water like you said as needed... I had it a lot higher up really close to the top
