I found a 72" aquatic life 8bulb t-5 local and for the price I cant pass it up.

My question is 8 36"bulbs 4 on each side be enough for a mixed reef?

I have a 4ft led that is going to go in the canopy for supplement to get the led color from the blue and the shimmer its just like a exotonic 48" led, its 10k white and blue and can be dimmed to my liking.
 
What size tank?

Generally, 4 or 6 bulbs per side would be the way to go, but it does depend on the tank.
 
If it's so cheap you just can't not buy it, then it wouldn't hurt to put a frag under it and see what happens.

But I would definitely not build a tank based on that light. Plan for an upgrade as soon as you can.

If you won't be able to upgrade, I wouldn't bother with this light at all....just save up for something better.
