t5 fixture question?

I noticed my t5s weren't on today, when I flipped the switch on and off one of the bulbs blinks but neither lights. It's one of those brs retrofit kits. The bulbs and fixture are around 7 months old.

Do I just have a bulb that needs replaced or does that sound like a ballast problem? Not familiar with how they work at all. I know back in the day a lot of fluorescents went completely out if one bulb failed.
 
Did you install it ?

With power unplugged ,
I’d carefully check the seating of the tubes first. (I forget if it’s a twist or push )
Look at the wires that get pushed into tube hilders. And make sure they are seated as well.
A ballast shouldn’t burn out that fast.
A loose connection can build up carbon and slowly get worse till it doesn’t come on.
 
Yes I installed it. I gave all the connections a quick once over, same result. One bulb flashes the other does nothing.
 
So if one of the bulbs happened to shoot early would it keep the other from Lighting?
