So I have a current USA T5 over my 55g it’s a 4 bulb fixture. Two bulbs on each switch. Only my actinic light up during the day. The 10k bulbs will come on if you tap one side or the other on the fixture itself. If I get them working then turn of the switch and turn it back on they won’t turn back on most of the time. What could be the problem.

Sounds like there may be corrosion on the contact points of the bulbs.
Bulbs may be old too.
Ballast may be old.
I'd clean up the metal on the bulbs and where they come in contact in the fixture.
With it unplugged of course.
