T5 lighting question

I have a 24in. 4 bulb t5 and I used to use a combination of 2 coral plus and 2 blue +, Now I'm using 1 coral plus, 2 03 actinic, and one blue + the problem I'm seeing is that some of my zoas and other corals don't seem to open up as much I was wondering if the 2 03 actinics are two much and if so what should I replace them with. Thanks in advance for the advice.
My tank dimensions are 24x12x14

You lost a lot of par (output)with those new bulbs they are almost a third the output so you cut the output by around 30% I run the bulb combo you had before the switch and have run the same combo you have now my favorite is still to coral plus and blue plus although I run a little heavier on the blue side one coral plus to every two blue plus if it was me i'd switch back to the old combo and see if that make the difference
 
It would look reall white but if you don't mined that it's worth a shot. Like I said I prefer a bluer look and have good luck with my zoos under bluer light
 
The only reason I have a 03 is becuase the colors exploded with it it was crazy. But what would you suggest do 3 b+ and 1 c+ or 2 b+ and 2 c+
