T5 - Need Small footprint light fixture, Dimmable, Schedulable, Synced with Sun?

I'm not good with lights, or what's out there, but I need a simple T5 light that has a small foot print. 1 or 2 bulbs. The trick is I need to be able to match them with natural sun light schedule. Dim them as sun rises and sets. I don't want to run it more than 30%. 15% to 20% would be ideal. Does anything like this even exists?

Not unless you go with an ATI or something like it or build your own with a 10v or such dimmer signal from an Apex,Hydros or PWM type signal.
