T5 repair help

I recently got a brand new Amazon special no name pair of 24 inch 6 bulb t5 fixtures. One switch on one of the lights, the middle one which controls 3 of the t5 bulbs, for some reason causes my gfci to shut down. Doesn't matter if the other 2 switches are on or off. I also tried the other light on the same outlet with all lights on same time with no issue. So by deductive reasoning it has to be something with that circuit. All wiring soldering joints etc look good from what I can see.

I have a multimeter but don't know how to use it or what to look for. Also the problem light works fine when not plugged into gfci outlets. And really the gfci outlet I was plugging into only is using about 1.4 amps according to my apex. I tried it last night when basically only pumps were running as well as today while all the normal equipment was running which is really only a couple led fixtures plus pumps.

Some more info... The non working circuit will work with only 2 bulbs installed. Doesn't matter which 2. Doesn't matter which 2 connections the 2 bulbs are sitting in. Wherever I place whichever bulbs, the 3rd bulb on the circuit pops the gfci as soon as it's installed.

Bad ballast?
