I have a Davinci clown and a juvenile Sailfin tang. Until today I have seen no aggression or bullying by the tang towards the clown. I have been wanting to get a Bta for the clown but was waiting till I got the tank a little more stabile and established. My question is will a Bta give the clown enough shelter from the tang if he pairs up with it? If not then the tang will have to go the clown was there first.

There are numerous tricks you can try before you decide to remove or rehome the fish. Short answer to your question, yes, if the clown decided it wants to be in the anemone. Long answer, you can try tricks like a mirror, or feeding at different ends of the tank. or even an acclimation box or reaquascaping.

Clown will and should become preoccupied with BTA than its tankmate

Is the tang the aggressive one? Do you have algae for it to graze on? Whats your feeding schedule? You want the tang to be fat and happy, and he will hopefully behave better. I don’t think an anemone alone will protect the clown, you’re not even guaranteed the clown will call it home. You can try extra rocks / caves to break line of sight as well.
