We moved the tang from a 65 to a 90 the water parameters are perfect stress? bacteria? what is this please help

Looks very thin, how has it been eating? what sort of quarantine did you do? Feed that poor fish! May be a bacterial infection, but first thing to go is get that fish eating, preferably high protein, i.e. good frozen food and some nori. I have a chocolate (mimic) tang like that, and he/she is my favorite by far, and super fat and healthy. A fat fish is a healthy fish, or at least can resist many diseases. Mine went through a month in copper and came out fine, where as the sailfin developed a bacterial disease which decimated his lateral line (he was fine, just blemished in the end).
 
Add to diet, selcon vitamins and garlic extract to its foods for stamina and immunity health
Food:
Spirulina brine shrimp
mysis shrimp
Small plankton
LRS herbivore diet
Formula 2 flake and frozen
