Could use white lighting to see more clearly as in one respect it appears to be HLLE but also looks to be bacterial. Cant tell due to low/ambient light. Both in part affected by water quality and need to pinpoint which issue you have
As of right now your tank is observational opposed to treatment tank in which fish will have to remain in tank another 30 days. If bacterial will require a broad spectrum antibiotic such as Seachem Kanaplex which is absorbed by the fish, If HLLE, its a matter of improving if needed, water quality and diet

I can't rule out head and lateral line erosion or the related epithelial thinning. The key point would be how did this develop? Did the lesions grow slowly in number and size, or did they appear in a day or two?

Holding a fish untreated in a bare tank isn't recommended - it doesn't protect the fish from any diseases and is a fairly stressful environment, so you might as well treat it prophylactically for common diseases and then move it out into a main display tank.
