Are the fish damaged? Bites from fins, ect ect? I doubt bullying is the cause since both are dead in such a short span.

As mentioned, a LOT more information is needed to diagnose.

I didn't notice any damage. should I remove the damsel?

No.

As I said, I highly doubt that the damsel had anything to do with the Tang death.

Most likely, it was a disease of some kind. For 2 fish to die that fast, bullying would have been pretty obvious and the deceased would definitely show signs of being picked at.

No idea, a lot more information is needed. How did the fish behave before dying?
Any spots or other external markings?
What are your parameters?
Picture of the tank and list of equipment?
How long since you got the fish?
Did you make any changes prior?
Are the other inhabitants acting strange?
What time of day did they die?
