Okay so water is oxygenated. Could there be anything your adding that could be pulling oxygen out of the water like medications?

Is this system plugged into your others? If not then the water is completely different and will take time for your tangs to adjust

running heavy copper in qt also mentioned low ph is it same in both qt and dt

I don't care about your water parameters and neither does your tangs, to a point of course.
Breathing heavy is usually (but not always) gill parasites of some kind. It is never oxygen deficiency, unless all the fish exhibit that.
Your quarantine procedure suppresses gill parasites, but they flourish when the copper is removed and you put the fish into your Dt.
That is why so many fish get sick as soon as we buy them. The store has the fish in copper and when it is removed, parasites show up.
Besides that, of course I am totally against quarantine. But thats just me.

Wow this is a tough one angels are sensitive when you first put them in but when they get used to the tank same thing with tangs give them a bit of time do you dose in qt I use herbtana,praxipro,and copper
