Had blue hippo for about month and half now, been very shy only fish in tank. Last week added yellow tang now they're swimming around going nuts and seems like yellow tang teases blue hippo. Is this normal

Pretty normal for the yellow to focus on another tang - probably trying to figure out whether she can dominate the hippo or she'll have to be more respectful.

4FordFamily has a great article on dealing with tang aggression here, should it come to that. He's the tang whisperer:

Two tangs may not ever get along - if serious damage occurs (stab wounds, torn or badly damaged fins) or this goes on for more than a week or so you'll probably have to remove one of the fish :/

If they are back up to each other that means they are hirt one another... not good. I had a yellow tang and hippo tang do this for months with no damage and they finally kissed and made up.

Try rearranging the rock work, something that will help territory issues.
