Tank Capacity

Hello, I am new and just starting a tank. As a gift , I have a Waterbox X 60.2 tank. The actual tank size is 36 gallons, and all the under tank storage /filtration tank compartments is another 24 gallons. So i guess thats where the 60 comes into play from Waterbox as a total capacity of 60 Gallons. So once i go through the lengthy cycling change and am ready to get fish. Since i am going to have to get my fish size to live in a max of 36 gallons or because the total water of the system is 60 gallons, i wont be limited to 1-3 inch size fish? Verse maybe a smaller Tang or something that will need to be like small neons or something in a freshwater tank?

BTW, I love those smaller 1-3" fish even though I have a 180g (more if I count sump)
