Tank cycle question

I set up a fluval 13.5 gallon tank using water from an existing tank of a few years along with bio balls from that tank as well. Does this mean this tank is mostly cycled?

Very good chance that you could say that it has given you are bringing over the bio balls as you have introduced the proper bacteria..which is what people do with MicroBacter7 for an instant cycle. I guess the next logical question is do you have enough good bacteria to support a higher bio load.
 
It will be a quicker cycle, yes. However you didn't mention if you are adding sand or rock. Adding fish a couple at a time a few weeks apart will allow the bacteria to process the ammonia without triggering mini cycle.
 
Yeah, what you didn might speed up the cycle a little, but I'd still count on your tank cycling. There's not enough bacteria in the mature water you added to make a difference. There might be enough on the bio balls, but it depends on how the bio balls were handled, how many there are etc.

So cycle your tank using any one of the methods out there, and if there is a good bacteria colony present, then you'll never see the ammonia climb, but I would not assume that tank is cycled.
