Tank Cycling or ALgea Problem?

I have recently put an 80g rimless up just transfered old water, and rocks over...same lights and everything else just addied substrate to the bottom of the tank. I have been coming across a slime hair algae problem everyday so far and cant seem to get rid of it...i only have 3 fish in the tnak normal lighting schedule and do a 10 gallon water change every week in the tank and the algea is still coming back no matter how much i suck up...is it just cycling or am i doing something wrong that is causing this.

Halide bulbs are new on for about 5 hours a day then leds
I dont feed a lot
change filters socks always
vortechs in tank
macro algeas and mangrove
DSB in refugium with cleanup crew to keep sand stirred
weekly water changes
dont over feed

Any help is appreciated!
 
You are probably going through a mini cycle. What are your tank parameters? Are you using RO/DI water to do your water changes?

yes ro water for sure!

alk is about 8-9dkh
calcium is kinda high 500
mag is about 1600


paramaters are being stable tho
