Tank cycling question

newbie question
started my first tank with Carib sea rock and live sand 3 weeks ago
Put in a heater, pump and no lights
got an ammonia spike in a week then 2 weeks on reasonably high nitrites
for the past 2 days. No nitrate spike. Is this normal
current stats are
0 ammonia
0 nitrites
0 nitrates
has my tank cycled without a nitrate spike and if so can I put in clean up crew to start with

I have had the same thing happen. I am a big fan of quarantine. If it were my tank I would add some. Recheck in a few days and then wait before adding fish. 90 days for any eggs that might be on them. But that is just my opinion. Then I would quarantine anything wet before adding them to the display tank. Good luck and have fun.
