My tank is cycling should i be doing water changes if so what percent and how often its been 3 weeks

I would not do a water change until you see your Nitrates start to rise. Ammonia should read high first, then nitrites. Once ammonia and nitrite are zero or close to it and Nitrates start to rise then do a water change and your tank should be cycled enough to at least add some snails and hermit crabs or one fish.
