Looks like it could be cyanobacteria and or diatoms. Tank looks fairly new?
Neither should be so severe that it would kill the tank. I would start with routine water changes, nutrient reduction, use only RODI water, get base line values for phosphates and nitrates. Does the tank have enough flow?
