I'm going to reseal the inside my 210 tank. What would be the best silicone to use. I've seen some recommend GE and some recommend Momentive. GE is a bit easier to get. Is there a difference in strength? Does using black over clear offer any benefits other than asthetics?

The reason; its a preference
GESCS1200 and Momentive RTV100 are structural. Used between the glass panels to hold your tank together. Both are strong and close in specs.
Since you are re sealing the cosmetic part you dont need the strength. Plain GE 100% silicone without any mold reducers or additives it fine for what you want to do.
Black can hide mold better if thats a concern. Its a personal preference as to color.

So there's no benefit to using a structural silicone for the inside? Tank doesn't leak but the inner seal was deteriorating.

No reason for it since you are doing a cosmetic repair. It will protect the structural silicone so what you are doing is a good thing.
