I am currently doing a fowlr tank and would like to eventually do corals, 35 gal hex- 21" wide,21" long, and 28" tall.
300gph powerhead
150w heater
150gph hang on cartridge filter
20lbs live sand
30lbs live rock
And a 20" 15w florescent light
Other than getting better lighting what would I need to do corals. Not sure if I need a sump in a tank that small
 
I would say you have most of your bases covered. Ya you will want to look into a new light for sure. Maybe a couple ER style LEDs.

What kind of coral are you considering? That you may need to change depending on what you plan to keep.
 
Not sure yet, would this be a good enough light

That would for sure support softies throughout the tank. It may support LPS half way up and higher. It may even support some lower light demanding SPS at the very top.

Maybe other will chime in.

I that light can be made quite a bit better by putting better name brand bulbs in it. I would look into what is available.
