Hi guy would a 28litre but ok to use as a saltwater tank .What to start small then once established then to move to bigger tank.

Any tank could be used at a saltwater tank. However, if you're new to the hobby, it is more difficult to keep a small volume of water. Things happen quickly. A good example I read when I was new is, imagine someone smoking a cigarette in a stadium, doesn't bother you. Now imagine someone smoking a cigarette in a small room with you. I started with a small tank as well though because I didn't have money at the time lol

What if I add a sump to tank would that help stabilise water. Or I can get 50litre tank with sump if you guys think that better idea cheers

Sometimes as a beginner it's easier to start bigger. That's a 7.4 gallon tank. It would be very easy for the water parameters to swing rapidly. That would make it harder, not easier to maintain. I wouldn't want to go saltwater at that size if I was a beginner or experienced reefer.
I started off with a (20) gallon and then a BioCube 29... I agree, starting off, bigger the better. I learned the hard way (-: I just got a Red Sea C-250. Setting it up this weekend and retiring the BioCube29.

Agree with all above, that is very small for a beginner. I would suggest minimum 100 litres, and go with a sumpif you can possibly, with internal or drilled overflow not the hangon types.. There are some good 40cm cubes out there.
