Tank stand question

Does anyone think this shelf is used for stability. I need to remove it in order for our protein skimmer to fit into our sump. It doesn't seem to be screwed in just glued in. It will hold a 45 gallon tank on top.

From what I can see I don't think it has anything to do with the top but if it was my stand I would make a cutout for the skimmer instead of removing the entire shelf.

Should have been a little more clear. The skimmer is what I noticed first but if I remove the shelf then it will bump my sump from a 10 gallon to a 20 gallon as well.
