Will be transferring out an established 20g tank to a new 30g tank. Planning to transfer over just the live rock and 70% of the old water? Adding in new live sand and setting it in tank before doing the transfer. Will this will start a mini cycle?

Also, any issues adding in livestock and corals right after the transfer? I plan to dose BioSpira in hopes of having a smooth transition.

One thing I dislike about the current 20g tank is all the green algae bubble growing on live rock and corals. Any idea how I can rid the live rock and corals of this algae. I wouldn't mind trashing the infested live rock but afraid with less live rock in tank, it will crash the tank.

1st question - the rock should bring biological bacteria with it but maybe not enough to add live stock right away. Biological bacteria doesn't live in the water so transferring 70% won't help your cycle. I would treat the tank as a new set up and cycle it. One thing you can do is transfer your biological media over and it will be seeded and able to handle a load right away as long as you don't let it dry out or keep it without heat and circulation for more than a few hrs.
2nd bio spira will be a good addition
3rd can you try to remove as much algea by hand as possible and then address the reason for the algea.
 
I can remove all the bubbles I see and dip in peroxide. Does that help? I bought the tank a week ago, mainly for all the equipment it came with. Would like to start fresh with a few pieces from the 20g.

I'm not sure how to use peroxide for algea removal. Someone else will have to answer that one.
