once my new tank is done cycling 40L IM NUVO can I transfer over my fish all at once. I have 2 small clowns, a small wrasse, and a midsize blenny. wrasse and clowns are about an inch to inch and a quarter and the blenny is about 2.5inches.

Are you transferring rocks as well ?
With live rocks from a established system there is no need to wait for a lengthy cycle

I agree; I have switched many tanks over the years, and even moving rock, you still can have problems. I would transfer the clownfish first if not but only after you know no ammonia or nitrite are present.

no rock is transferring as I have a Medusa worm infestation in my current tank. also it's only about 8lbs of rock since it's a 13.5g. my new tank is 40g.

How are you cycling? Dry rock and bottled bacteria?

I would strongly suggest moving the fish individually, or in a pair in the case of the clowns. Whichever is most aggressive should be added last- I can't tell which that is without knowing what species the blenny and wrasse are.
