hello, moving from a 15g to 30g... should I move the 15g of water and sand? Or just the water and rock get new live sand?

Leave the sand unless you have a sandbed that 2” or shorter. You can transfer the water

I would use the sand. You are already transferring the rock so if there is something unwanted they will make it into the new tank anyway. This way you save money

The key is use some tank water to rinse the sand clear before transferring. This way you avoid transferring nitrates. I would also suggest a turkey baster to blow old detris out of the rock while in old tank water to clean them up. I have used a small pump and hose in the past to make a sort of water blaster to clean rock.

My opinion the substrate is more important than the water. You can make the water, biological is in the hard surfaces more than water.

And do a build thread if setting up a new tank. If you want.
