Moving up from a 65g to a 100g soon. Most if not all of the rock in the tank as well as the bio media in the sump will be transferring over. If I'm not increasing bio load with more fish or coral in the near future and only using additional dry rock (CaribSea Life Rock), does the new tank really need a cycle?

I would transfer rock with water so you have no die off at all. New tank should be at same temp and all for best results.

I would put the new rock in a bin with salt water. I would let that water sit for a few weeks. You can add bacteria to the bin.
