Tank Upgrade

I currently have the Fluval 5 gallon reef tank and I'm looking into upgrading it to their 13.3 reef tank. My first question is could if I were too clean it all and change the filtration pads could I use it as a small fresh water tank, I would use it as another saltwater tank but Im in college and don't necessarily have enough money to run two saltwaters :rolleyes: and the second question is could I put the water and old biomax filtration from the 5 gallon into the 13.3 so it wouldn't need to cycle as long?
