Tank Upgrade

I currently have the Fluval 5 gallon reef tank and I'm looking into upgrading it to their 13.3 reef tank. My first question is could if I were too clean it all and change the filtration pads could I use it as a small fresh water tank, I would use it as another saltwater tank but Im in college and don't necessarily have enough money to run two saltwaters and the second question is could I put the water and old biomax filtration from the 5 gallon into the 13.3 so it wouldn't need to cycle as long?

If you put the old water and rock in, it would not need to cycle at all!

Just make sure to get rid of any detritus lying in the rock/sand!
