I'm new to the hobby and I was thinking about starting a reef tank. But since I'm new should I start out with a fish only or FOWLR?

Fish only are pretty much a thing of the past, you are going to want to use live rock it helps keep things much more stable.

FOWLR is a good start to get you into water testing and understanding sw.

I would shy away from a fish only. you will convert sooner than later anyway.
